National Coastal Greenbelt Act
The members of the Global Mangrove Alliance Philippines are working with Politicians, Non-Governmental Organizations, Civil Society Organizations, People’s Organizations, fisherfolk associations, scientists, and youth environmental advocates to advance the proposed National Coastal Greenbelt Act in the 20th Congress.
Establishes a National Coastal Greenbelt Program for climate adaptation and disaster risk reduction
Requires reforestation of 100-meter-wide mangrove and beach forest strips along coasts
Mandates a National Coastal Greenbelt Action Plan (NCGAP) led by DENR within 12 months
Covers rehabilitation and reforestation of degraded coastal areas.
Requires reversion of abandoned/underutilized fishponds back to mangroves
Establishes a National Coordinating Council (DENR, CCC, DA, DILG, NDRRMC, LGUs, NGOs, academe, fisherfolk, private sector)
Empowers LGUs to create Local Coastal Greenbelt Action Plans (LCGAPs).
Provides funding from national budget, LGUs, grants, and government banks.
Imposes fines and penalties for violations
Orders removal of illegal structures in designated coastal greenbelt areas
